Four Steps to Receive Subsidized Child Care in Jefferson, Hardin, and Orange Counties

Catholic Charities of Southeast Texas, Child Care Contractor Services (CCCS), under contract with the Workforce Solutions Southeast Texas (www.setworks.org), provides eligible parents/caretakers with assistance in paying for child care.  CCCS authorizes child care financial assistance to start and provides payment for child care services.

What CCCS Offers

CCCS offers financial assistance for full and part-time child care in the following settings:

  • Licensed Day Care Centers
  • Licensed Child Care Homes
  • Registered Child Care Homes
  • Relative Care

You May Be Eligible For Child Care Financial Assistance If:

  • You are referred by Workforce Solutions Southeast Texas Centers
  • You are referred by the Texas Department of Family and Protective Services (TDFPS)
  • If each parent in the household is participating in a total of 30 or more employment, school, and/or training hours per week.*

*Eligibility requirements may vary. For example, if you have a medical disability or care for a physically or mentally disabled family member, you may be eligible for reduced activity with the required documentation.

Four Steps To Obtaining Child Care Financial Assistance From CCCS:

  1. Step One - Applying For Services: If you are not referred by TDFPS or Workforce Solutions Southeast Texas, please call (409) 835-1411 or 1-800-253-1411 to request a Waiting List Questionnaire (WLQ) or obtain a WLQ online by visiting http://www.setworks.org/ChildCare.aspx
  2. Step Two -  Waiting List: Upon receipt of a completed Waiting List Questionnaire, your questionnaire will be screened for eligibility and you will be placed on the automated Waiting List. 
  3. Step Three - Preparing For Your Appointment: You will be notified of your appointment time by mail and informed of the child care options.  CCCS encourages you to visit the child care sites and make an informed decision about your child care arrangements.
    REMEMBER: CCCS does not choose the child care facility that will be caring for your child(ren). It is strictly parent choice.
  4. Step Four - Appointment Day: During the appointment:
    • Eligibility will be determined
    • Fees will be assessed based on household income
    • Parent rights and responsibilities will be explained.

Questions or Concerns: Once care has been authorized, you may call CCCS at
409-835-1411 or 1-800-253-1411 with any questions concerning your assistance wth child care. For any health or safety questions concerning a particular facility, contact TDFPS at 409-951-3301.


American Recovery and Reinvestment Act (ARRA) Support:

Child Care Contractor Services (CCCS) has received funding from the American Recovery and Reinvestment Act (ARRA), more commonly called the Stimulus Plan, through its child care contract with Workforce Solutions Southeast Texas. 

With this federal funding, CCCS may be able to subsidize child care for parents who meet certain conditions resulting from the weak economy. 

Parents currently enrolled in CCCS may be eligible for an ARRA child care subsidy in one of the two following ways:

  1. Their employer will document on company letterhead that the
    parent’s work hours have been reduced to 20-24 hours per week
    due to the economy.
     
  2. A single parent who has not had their work hours reduced and is
    working at least 25 hours per week or a two-parent household
    that has a combined total of at least 50 working hours per
    week.

Parents not enrolled in CCCS may be eligible for an ARRA child care subsidy for up to 12 weeks, if they are participants in a job search through Workforce Solutions Southeast Texas for at least 25 hours per week.

Parents who think they fit one of the criteria should contact CCCS staff at (409) 835-1411 and ask for more information regarding federally funded ARRA child care.


211 Texas:

For additional information regarding child care or other health and human service information, please contact 211 Texas LinkAGE Access Service.  By dialing 211, from a landline telephone or cellular phone, you will have access to information on TDFPS Licensed and Registered child care facilities, as well as other available child care information.  This information is free of charge to anyone of any age and is available 24 hours a day, every day.  TDD and Language Line Services are also available.


Child Care Options:

  • Licensed Child Care Centers* - A licensed facility that provides care for 13 or more children under age 14 for less than 24 hours.
  • Licensed Child Care Homes* - A licensed facility that provides care for seven to 12 children under age 14 for less than 24 hours a day.
  • Registered Child Care Homes* - A caregiver who provides care in his/her own home for up to six children under age 14.  Child day care can be provided for six additional school-aged children.  The number of children allowed in a home is determined by the ages of the children.    The total number of children in care, including children related to the caregiver, may not exceed 12.
  • Relative Care - A caregiver who is listed by TDFPS, is at least 18 years of age, and is one of the following:  1) the child’s grandparent, 2) the child’s great-grandparent, 3) the child’s aunt or uncle or 4) the child’s sibling, if the sibling does not reside in the same household as the eligible child.

Earned Income Credits and Child Tax Credits:

Lower income working parents may qualify for an earned income tax credit or a child tax credit when filing a tax return with the IRS, even if taxes are not owed. Earned income tax credits can apply below certain income levels for children under 19, full-time student children under 24 or children permanently and totally disabled. Child tax credits can be earned between certain income levels for children under 17.
